As of July 1st, 2024, there are enhanced penalties for violators who commit infractions that cause a Fatality or Serious Bodily Injury (SBI) to a Vulnerable Road User (VRU).  


Per HSMV, officers must include VRU in the comments section of the UTC if a violation occurred against a Vulnerable Road User.

As of July 1st, 2024, there are enhanced penalties for violators who commit infractions that cause a Fatality or Serious Bodily Injury (SBI) to a Vulnerable Road User (VRU).

For details on the penalties, see FSS 318.14(5).   The definition of a Vulnerable Road User is in FSS 316.027(b)

Per FLHSMV, officers must include VRU in the comments section of the UTC if a violation occurred against a Vulnerable Road User.   There is no field or checkbox on the UTC to indicate VRU involvement and TraCS cannot add one to the form.

Per HSMV, law enforcement officers must do the following when issuing a citation related to a crash involving a VRU:

1. Mark "Yes" for Crash on the Uniform Traffic Citation (UTC)
2. Mark "Yes" for either Serious Bodily Injury to Another (SBI) or Fatal, as applicable.
3. Clearly indicate "VRU" in the comments section of the UTC to flag the involvement of a vulnerable road user.
4. Submit the citation to the appropriate court as usual.
