Per HSMV, officers must include VRU in the comments section of the UTC if a violation occurred against a Vulnerable Road User. As of July 1st, 2024, there are enhanced penalties for violators who are issued moving violations in connection with a Fatal or Serious Bodily Injury (SBI) crash involving a Vulnerable Road User (VRU). For details the penalties, see FSS 318.14(5). The defininition of a Vulnerable Road User is in FSS 316.027(b)
Per HSMV, officers must include VRU in the comments section of the UTC if a violation occurred against a Vulnerable Road User. There is no box to check on the UTC to indicate this and TraCS cannot add one to the form.
