As of July 1st, 2024, there are enhanced penalties for violators who commit infractions that cause Fatal or Serious Bodily Injury (SBI) to a Vulnerable Road User (VRU).

For details on the penalties, see FSS 318.14(5).   The definition of a Vulnerable Road User is in FSS 316.027(b)

Per FLHSMV, officers must include VRU in the comments section of the UTC if a violation occurred against a Vulnerable Road User.   There is no field or checkbox on the UTC to indicate VRU involvement and TraCS cannot add one to the form.
