If an officer is unable to pull a UTC number when pressing validate, there are several reasons this may occur.

The agency has run out of citation numbers.
The officer's profile is set up incorrectly as Records Data Entry.
The officer is in an area with no or poor connectivity.
The citation already has a number pulled
