Per Section 5.5.3 of the FBI CJIS Security Policy, a user's account will automatically lock after 5 consecutive unsuccessful log in attempts.

The user's account will remain locked for 10 minutes unless released by an administrator.

If you have used the Forgot Password link and you have received a temporary password, you still have to wait 10 minutes before attempting to log in.
