PerFSS 316.003 (69), a railroad train is not a motor vehicle.

If an incident involves a vehicle vs. a train, complete a crash report and put the information about the train in the narrative.   Train passengers may be listed as Non-Motorist / Occupant of a Non-Motor Vehicle.
