Per FSS 318.14(2), a violator signature is required on all criminal violations and any infraction that has a mandatory court appearance.   Infractions that require a court appearance are listed in FSS 318.19

Per UTC Procedures Manual (page 14), if the violator refuses to sign, the officer should write "refused" on the signature line.

Per FSS 322.15, if the violator fails to display a driver license, the officer must get a violator fingerprint on the citation.

Citations with signatures and fingerprints must be delivered to the clerk by the agency.   Officers should deliver their signed and fingerprinted citations to the appropriate person or division at the agency so they may be delivered to the clerk.   Refer to your agency policy if guidance is needed.
