Unused Citation Numbers
When you request citation numbers from FLHSMV, if you have a lot of unused numbers, they will send you a notification similar to the one below. The notification will tell you how many unused citation numbers you have.
This total includes the following types of citation numbers that have been issued to the agency. Your agency may not use all of them.
- Unused TraCS UTC numbers
Unused TraCS DUI numbers
Unused UTC numbers from your previous vendor(s)
Unused DUI numbers from your previous vendor(s)
Unused red light camera numbers
Unused SZS (school zone) numbers
Books of unused paper citations
The total may also include the following:
- In Broward or Escambia County, any UTC that was issued that was not delivered to the clerk. In TraCS, these citations will have a status of Accepted or Mailed.
In Volusia County, any UTC that was issued before April 15, 2025 that was not delivered to the clerk. In TraCS, these citations will have a status of Submitted or Mailed.
In Volusia County, UTC's that were issued on or after April 15, 2025 that require a court appearance that were not delivered to the clerk. In TraCS, these citations will have a status of Mailed.
For all other counties, UTC's that were issued that require a court appearance that were not delivered to the clerk. In TraCS, these citations will have a status of Mailed.
UTC eCitations with numbers that may or may not have been issued and did not go to the clerk. In TraCS, these will be in Open, Validated, or Rejected status.
Paper UTC's that were issued and were not delivered to the clerk.
DUI eCitations that were issued and were not delivered to the clerk. In TraCS, these citations will be in Accepted status.
DUI eCitations with numbers that may or may not have been issued that did not go to the clerk. In TraCS, these will be in Open, Validated, or Rejected status.
Paper DUI citations that were issued and were not delivered to the clerk.
Voided paper citations that have not been reported to HSMV
Voided eCitations with UTC or DUI numbers that have not been reported to HSMV
Deleted eCitations with UTC or DUI numbers that should have been Voided and reported to HSMV. In TraCS, these citations will have a status of User Deleted.
You may email courtassist@flhsmv.gov and ask them for a spreadsheet of your unused number ranges.
- Any range that has the letter P at the end are paper citations. However, not all paper citation ranges will end in P. Older ranges may end with a different letter or a number.
Any range that has the letter E at the end are electronic citations. However, not all eCitation ranges will end in E. Older ranges may end with a different letter or a number.
If you are not sure if numbers are paper or electronic, ask HSMV for guidance.
The agency is responsible for determining whether the numbers provided by HSMV are unused or were assigned to citations. In TraCS, you may run the analysis report called Available Form Numbers to get a count of your unused (available) UTC and DUI numbers. You may run the analysis report called Available Form Numbers Detailed to get a list of both your used (assigned) and unused (available) numbers.
TraCS cannot provide information on citation numbers that were assigned to the agency under previous vendor(s). We will not add unused numbers from previous vendor(s) to our system.
HSMV will void unused eCitation numbers and paper citations at the agency's request. See the Overview section on this page for HSMV procedure and requirements. TraCS cannot do this for you.
Each agency is responsible for keeping track of their own citations and citation numbers. Agencies are also responsible for hand delivering citations to the clerk when required, reporting voids to HSMV, and responding to HSMV & FDLE audit inquiries. TraCS does not do this for you.
